We support large-scale neutering programs, collaborate with veterinarians and local partners, and work to raise the standards of care in Romanian dog shelters so animals receive protection, dignity, and a better quality of life.
Through awareness, advocacy, and cooperation with authorities, we also push for stronger animal welfare laws and long-term systemic change so fewer animals are born into suffering.

Helping Dogs by Improving Conditions in Dog Shelters
We have already built 7 kennels with insulated dog houses and 35 m² of outdoor space as a first step toward improving conditions for shelter dogs in Bucharest. At ASPA, these new kennels now give dogs who may have spent up to four years in cages more space, comfort, and dignity. Thousands of dogs deserve the same standard.
Neutering Project Collaboration in Romania
Raise the Standards and Center of Hope have joined forces for a crucial neutering project in Romania aimed at reducing the country’s large stray dog population.
Thanks to a successful fundraiser we can now support Center of Hope’s skilled veterinarians in providing accessible spay and neuter services to address this urgent issue.
Kindness Patrol - Romanian Animal Ambulance Project
Kindness Patrol helps homeless and injured dogs in underserved areas where uncontrolled breeding is common. Our mission is to provide urgent care to injured animals and to find, safely catch, vaccinate, deparasite, and neuter dogs before they reproduce. This is the most effective and humane way to stop the homelessness and suffering.

Raise the Standards
Every animal deserves more than survival — they deserve care & quality of life.
Many dogs in Eastern Europe live in prison-like conditions.
They have no space to move, and no quality of life. They are kept alive in overcrowded shelters with hundreds of dogs barking constantly. These conditions create extreme stress and anxiety.
Dogs in shelters often lack clean water and enough food.
Fights over scarce resources lead to serious injuries — and there’s rarely any veterinary care for the sick or wounded.
Raise the Standards mission is to give these dogs a better life and set a new standard. In collaboration with ASPA, we have recently built new kennels for some of the caged dogs in ASPA Bucharest. Now we are fundraising to build more. Join us to create real change.

Our mission is to raise the standards and create welfare friendly living environments for dogs in shelters throughout Europe, starting with Romania.
This includes protection from the cold, a place to feel safe, veterinary care when needed, something comfortable to lay on and enough space to have a quality of life while living in a shelter environment.
These are some of our new kennels at ASPA where dogs who have lived in small cages for many years, now can enjoy a comfortable dog house and much more space in a quieter area of the shelter. These kennels give rehoming organisations a better chance to assess the dogs and the dogs can be rehabilitated and more prepared for a life in home.
Raise the Standards promote responsible rehoming, adoptions and spay campaigns as well as raising awareness to encourage kindness to animals. We collaborate to improve laws and ensure current regulations are implemented to enhance the well-being of dogs in Eastern Europe. This is crucial to address issues like overpopulation, homelessness, neglect and cruelty.

Basic animals welfare standards all shelters should provide
Physical needs
- Nutritious food in sufficient quantity.
- Constant access to clean water.
- Daily walks or playtime to support muscle health and reduce behavioral issues.
Living conditions
- Enough space to exercise and have a fulfilling day.
- Comfortable bed or straw.
- Protection from rain, wind, hot & cold temperatures.
Veterinary care
- Regular veterinary care and treatment.
- Pain relief when needed.
- Preventive treatment against parasites and diseases.
Avoid trauma from humans
- Fear free handling when handled by humans.
- Humane euthanisia when dogs can’t be saved.
- Socialization and friendly experiences from staff.
Avoid trauma from other dogs
- Free from fear of fights/ stress from other dogs.
- Feel safe and able to hide behind or under something.
- Stress free feeding routines so all dogs get enough food.
Socialisation & Rehoming efforts
- Positive socialization and training to prepare dogs for a home.
- Accurate personality assessments and profiles.
- Good photos and visibility in adoption channels.
